Toroa is a West Blue island renowned for its high-class culture and elite citizens. The island is exquisitely built in a style closely resembling the European Gothic, with much of its city lending to public entertainment. Due to its exclusion from the World Government, marines are often unwelcomed if not immediately turned away which makes it an impromptu safe zone for pirates.

The kingdom of Ilusia is a World Government island nation located in the West Blue and ruled by an authoritarian king. The island Ilusia is situated on is densely forested, and so much of the kingdom’s buildings have been carved into the trees that do not feed into the nation’s bustling lumber industry. Because it is the only country outside of the Grand Line to be a part of the World Government, it is usually filled with marine officers.

Like the other seas, not much is known about the West Blue. However, much of the islands here are under influence of westernized culture, as well as being the nest of many marine harbors that patrols throughout the other blues to take down rowdy pirate crews.
